Summary:
The Senior Program Manager provides comprehensive management of assigned housing programs for men, women and children ensuring that the programs and services are in accord with best practice standards, contract and grant requirements, and agency practices and procedures.
Oversees fiscal, operational, administrative, staff management, and quality practices of all assigned program; seeks and develops outside funding sources; and liaises with external community partners.
Supervisory Responsibility:
Provides administrative supervision of 5 FTEs and functional supervision of 4 FTEs.
Essential Job Duties:
1.
Manage and oversee the administrative and daily operations of the assigned housing programs in support of overall program goals and objectives.
a.
Develop and implement strategies to effectively achieve program goals and objectives.
b.
Develop and implement systems and processes to enhance operational efficiency.
c.
Monitor program implementation in accordance with grant funding requirements.
d.
Conduct regular reviews for accountability and program performance.
e.
Oversee and/or coordinate the collection, compilation and analysis of program activity and statistical data including client records and case notes, and satisfaction surveys to clients and contractors.
f.
Ensure the timely submission of all external and internal program reports.
g.
Oversee procurement functions for assigned programs.
h.
Participate in Finance meetings /discussions to ensure balance between program compliance with agency guidelines and program obligations to clients served.
i.
Work to resolve program issues (ie, customer service, financial, operational, etc.
) j.
Coordinate with HMIS manager and monitor other database contract requirements to ensure compliance.
k.
Promote a consumer friendly environment.
2.
Provide leadership and direction to all program staff, consultants, and volunteers; supervise program supervisors and oversee staff supervision, which includes recruiting, staffing, hiring, performance evaluation, training, and professional development; set standards for customer service; conduct regular staff meetings; communicate policies and procedures; and facilitate team dynamics.
3.
Manage program budget and expenditures to ensure that available funds and resources are used efficiently.
a.
Develop program operating budget and provide fiscal direction to the program.
b.
Monitor program revenues and expenditures to ensure these are within established budgetary guidelines.
c.
Prepare budget revisions; and provide required financial reports.
4.
Perform liaison activities with community partners, including contract monitors.
Attend community seminars, outreach events and government/private foundation events; and participate in government hearings to advocate for Agency and social programs.
5.
Establish and implement development goals to ensure that resources are available to sustain the program.
a.
Identify potential donors or sources of funding in collaboration with the department director and Development department.
b.
Identify fundraising opportunities and work to develop community relationships in an effort to cultivate donor ship and volunteerism.
c.
Facilitate the preparation and submission of contracts, grant applications and contract invoices.
d.
Oversee grantors' site visits and audits for all programs.
e.
Become familiar with all contract/grant milestones and requirements to ensure agency compliance and billability.
6.
Oversee and maintain quality program practices, ensuring compliance with best practice standards, contract grant requirements, and agency practices and procedures.
a.
Implement Corrective Action Plan to address deficiencies identified through the agency Client Record Review and Continuous Quality Improvement (CQI) process.
b.
Enable staff participation in quality improvement.
c.
Update the program's practices and procedures, and program manual as needed.
d.
Coordinate and oversee the maintenance of the program facilities and equipment in accordance with relevant health, fire and safety codes, and COA standards.
Education and Experience Qualifications Required:
Master's degree in human services field, required.
5 years of progressively responsible non-profit experience in program management.
3 years of supervisory experience, required.
Knowledge, Skills and Abilities Required:
Knowledge of management principles and practices.
Knowledge of budgeting and fiscal management principles.
Knowledge of contracts and grants preparation and management.
Program planning and implementation skills.
Skills in analyzing and interpreting policies, contractual language, and financial Reports.
Skill in the use of computers, preferably in a PC, Windows-based operating environment.
Ability to supervise and train employees and foster a cooperative work environment.
Ability to communicate effectively in written and oral form.
Ability to gather data, compile information, and prepare reports.
Ability to work effectively with clients in a diverse community.
Ability to respond to and work effectively with community partners.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
